      In the Japanese Colonial Period, the administrative region of Fanlu Township was subordinate to Fanzihlu District (township now), Chiayidongbao, Chiayi Precinct, governing 7 Jhuangs (villages), namely, Neiwong, Siakeng, Luzihjiao, Fanzihlu, Dahu, Gongtian, and Caoshan. The office of the warden (township head now) was set at Jiangmuliao to take charge of the administrative affairs. In the reform of local system launched on October 1, 1920, districts were replaced by Jhuangs and so Fanzihlu District was made Fanlu Jhuang (township now), subordinate to Chiayi, Tainan Eparchy. The “Jhuangyichang” (equivalent to the current township office) was set at Fanzihlu and it governed 9 tribes, i.e., Neiwong, Jiangsiliao, Siakeng, Luzihliao, Fanlu, Kejhuang, Dahu, Gongtian and Caoshan, divided into 12 Baos (equivalent to the current villages) for implementation of administrative affairs. Later, as the region was not divided evenly and Mr. Jhang Tian donated a piece of land to be used for office building, so the “Jhuangyichang” (township office now) was moved to Caigongdian in 1937 to handle the administrative affairs within the area under its jurisdiction. In August 1945, Japan surrendered and the colonial policy was abolished. So Fanlu Jhuangyichang was transformed into Fanlu Township Office, still governing the 12 Baos divided into 8 villages and being subordinate to Tainan County. When the administrative region of the province was adjusted in October 1950, the township was made subordinate to Chiayi County. As Gongtian Village and Minhe Village each had a great area, Gongtian Village was divided into Gongtian Village, Gongsing Village and Caoshan Village, while Minhe Village divided into Minhe Village and Fanlu Village in 1951; so the township governs 11 villages and 112 neighborhoods totally. In October 1964, Neighborhood 4, Shueising governed by Jhongpu Township was allocated to Caoshan Village, Fanlu Township. So there are 112 neighborhoods in the township in total.
